The notion comes from the fact that for over a decade, whenever the issue about not being able to set a wallpaper for each virtual desktop was raised, someone from KDE team says to use activities for that. It's literally is the first reply in the previous issue for example: https://bugs.kde.org/show_bug.cgi?id=341143 I remember the same arguments being thrown around 15 years ago as well. The message has been the same: we took away your ability to set wallpapers per desktop, use activities.
