widget behaves wierdly when moved close to dock

SUMMARY
Widgets can't be adjacent to dock as it could in older versions.
Also it decreases height when moved close to dock.
It behaves as intended on some dock heights. I have it set to 44 to get this
bug.
May be was fixed with
https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/2535 but I
can't test it.

STEPS TO REPRODUCE
1. Place widget on desktop
2. Change dock height to 44 or something
3. Try to put widget as low as you could

OBSERVED RESULT
Widget have some padding above the dock

EXPECTED RESULT
Lower bound of the widget perfectly aligns with dock
