STEPS TO REPRODUCE
1. login
2. open some windows
3. invoke the Present Windows effect by moving the mouse pointer to the upper
left corner
OBSERVED RESULT
~300 milliseconds delay. This delay only occurs when invoking the effect for
the first time after login.
EXPECTED RESULT
no delay after the provided steps
