If one sets the attached image as wallpaper, all the panels oscillate between
two colours.
STEPS TO REPRODUCE
1. Set the attached image as wallpaper in scaled and cropped mode.
2. Make sure breeze is the default theme and wallpaper accent colour is on.
OBSERVED RESULT
All the windows and panels oscillate between two colours.
EXPECTED RESULT
There should not be any oscillation.
