In a clean fresh installation the Systemsettings -> Audio -> Notifications
volume level is 0% so new users hear no start - up sound or other notification
sounds.
STEPS TO REPRODUCE
1. Install a clean Mageia 9 Plasma system
2. Reboot

OBSERVED RESULT
No start-up sound is heard
SystemSettings -> Audio -> Notification Sounds is set to 0%
EXPECTED RESULT
Initial default setting should be 50% and system sounds sounds should be
audible by default.
