SUMMARY
The tar archive you can download at
https://download.kde.org/stable/kde-inotify-survey/kde-inotify-survey-1.0.0.tar.zst
contains a top directory named "kde-inotify-survey-v1.0.0".
The "v" is part of the tag name "v1.0.0", but shouldn't appear here.
I tried to look at the source code myself but I admit I don't know how the
publishing process works.
STEPS TO REPRODUCE
1. download
https://download.kde.org/stable/kde-inotify-survey/kde-inotify-survey-1.0.0.tar.zst
2. tar --zstd -xf kde-inotify-survey-1.0.0.tar.zst
OBSERVED RESULT
The extracted directory is called kde-inotify-survey-v1.0.0
