STEPS TO REPRODUCE
1. Click Settings
2. Click Accounts
3. Click Receiving
4. Click Add
5. Click Add Mail Account
OBSERVED RESULT
Nothing happens, no dialog to add an email account
EXPECTED RESULT
I expect to be able to add an IMAP account

ADDITIONAL INFORMATION
Akonadi was started. I had an IMAP email account but Akonadi was not updating
recent emails. I nuked .local/share/akonadi to try and fix it. This did not, so
I nuked the IMAP account and now I cannot recreate it. Something is broken
preventing an email account from being added.
