when add a new external tool then restart kate the default externaltool will
lose
delete %USERPROFILE%\AppData\Local\kate and edit
%USERPROFILE%\AppData\Local\kate-externaltoolspluginrc change firststart=true
then restart kate, the default externaltool come back
