STEPS TO REPRODUCE
1. Set GTK_USE_PORTAL=1
2. Trigger the open file dialog for an application like Sublime Text which
explicitly sets the folder the file picker should open to
3. The requested folder is ignored and the last opened directory is opened by
default instead
OBSERVED RESULT
File picker always opens to the last opened folder
EXPECTED RESULT
File picker should open to the directory requested by the opening application

ADDITIONAL INFORMATION
The GTK file chooser is awful. I'd be sooo happy if this would work as expected
so we could ditch GTK entirely.
