STEPS TO REPRODUCE
1. Hitting the Meta Key and typing shortcuts does not show custom shortcuts
2. Going to System Settings and looking under shortcuts does not show custom
shortcuts.
3. This is on the 23.04 iso image, but has the customer shortcuts still after
using an iso of 22.10 and upgrading it to 23.04.
