When dragging a section of a clip from the clip preview into my timeline, a
different part of the clip is added. In the example video above, I drag in the
section of my source clip starting at around 3:32, but then the section of the
clip around 7:20 appears in the timeline. Same thing happens for other clips in
my project, but not all of them, despite all of them being recorded the same
way (mkv files from OBS). I checked under Edit Duration, and the Start Crop for
the clip is 00:03:32:40, which checks out.

STEPS TO REPRODUCE
1.  Start a new project, add the clip (attempted to attach but it's 500+ MB) to
the clip library
2.  Open the clip in the Clip Monitor, then select an in and out point
somewhere in the middle of the video
3.  Drag the clip into the timeline

OBSERVED RESULT
A different section of the clip is added to the timeline

EXPECTED RESULT
The selected section of the clip should be in the timeline

ADDITIONAL INFORMATION
- Tried on latest stable (23.04.0), as well as the latest build at the time of
me finding this (23.07.70 (rev. 312e16117)), same results

-    Tried with and without the proxy clip, as well as deleting and recreating
the proxy clip, same thing happens

-    The issue is consistently reproducible if I start a blank project, import
that clip, and drag a section into the timeline. However, if we start by
dragging in the entire clip, it looks fine in the preview and preview render,
but then after shrinking the clip from the sides to the part I want, it moves
to the wrong section of the clip again.

-    I did a preview render around that part after dragging the clip in the
timeline, still see the wrong part of the footage, and despite the render
seeming fine otherwise it says "Preview Rendering Crashed" at the bottom of the
window with the following info:
