It seems for some reasons changing language on Kstars built for aarch64
(possibly armv7 as well?) is not possible.
The issue has been reported to me already in version 3.6.4 and it's still there
in 3.6.5.
Weirdly enough, the same exact compilation pipeline, but for x86-64 works and I
can switch language at willing

STEPS TO REPRODUCE
1. Launch Kstars
2. Go to Help -> Configure Language
3. Pick a language and the popup telling that the settings will be applied on
the next launch appears
4. Confirm, close and start Kstars again
OBSERVED RESULT
The language is constantly english
EXPECTED RESULT
Thelanguage should change
