For anyone suffering from this problem on Arch based distros, simply go to
Plasma settings then select "Startup and Shutdown" then "Background Services",
locate "GNOME/GTK Settings Synchronization Service" and stop it then restart it
to get the applied global theme to propagate to all running GTK+ apps without
needing to restart them.
