STEPS TO REPRODUCE
1. use Wayland session
2. open Window Rules KCM
3. try to reorder the window rules with drag-and-drop
OBSERVED RESULT
drag-and-drop is buggy, Please see the attached screen recording.
EXPECTED RESULT
drag-and-drop works well
