STEPS TO REPRODUCE
1. Create two layers
2. Draw something on each layer
3. Verify that holding down R and clicking the drawing on an unlocked and
unselected layer, that layer is selected
3. Block both layers
4. Hold down R and click on the drawing of the unselected and locked layer
OBSERVED RESULT
The layer that contains the clicked image while pressing R is not selected.
EXPECTED RESULT
The layer that contains the clicked image while pressing R should be selected
