It seems that all the weblinks in the windows don't work.
STEPS TO REPRODUCE
1. Open a KDE application (e.g. Kate)
2. Go to, e.g. Help -> Report Bug...
3. Click on "Launch Bug Report Wizard", or on the weblink
"https://bugs.kde.org"; in that page.
