SUMMARY
Trying to change user interface language still lets English.
STEPS TO REPRODUCE
1. Log in to userbase.kde.org or techbase.kde.org
2. Click on `English` next to your username in the page top to open Universal
Language Selector (ULS)
3. Click French.
OBSERVED RESULT
The page is reloaded, but the interface language is still English.
EXPECTED RESULT
The interface language is switched to French: the “French” should be display
next to your username, and menu items should be localized in French.
