SUMMARY
Currently, when you start the app for the first time, toolbar items like
"Tools", and "Action" have no purpose, but they are still interactable. What
then happens is that if you click on them, nothing will happen. They should
instead be greyed out.


STEPS TO REPRODUCE
1. Put KAddressBook in a state so toolbar items have no purpose
2. Click on a toolbar item with no purpose
3. observe that it will still be interractable as if it did have a purpose

OBSERVED RESULT
Toolbar items are interractable

EXPECTED RESULT
They should be greyed out if not useable in that state.
