SUMMARY
Workspace behaviour > General behaviour > Clicking files or folders is set to
"select them", but can't open desktop icons by double clicking, normally. I
need to use both hands and click very, very fast. Dolphin works fine.

STEPS TO REPRODUCE
1. Have a high refresh rate monitor. In my case, a 240hz one.
2. Set Display and Monitor > Display Configuration > Refresh Rate to max.
3. Log out, then log in.
4. Set Display and Monitor > Display Configuration > Refresh Rate back to 60hz.
5. Log out, then log in.

OBSERVED RESULT
After step 3, the bug described in summary is observed.
After step 5, back to normal.
Changes can only be observed after logging out then logging in, or reboot. Only
changing the setting doesn't trigger this bug.
Dolphin works fine no matter the refresh rate. Only icons on the desktop has
this problem.

EXPECTED RESULT
The interval between double clicks should be long enough for a normal person,
and not affected by refresh rate.
