I confirm that the current behaviour of Kate at starting time is rather
blocking in some circumstances.
When you open a Kate session that includes many files that are actually stored
on other computers, if those computers are not available, it can take up to a
quarter for Kate to be ready to use.
The problem is consecutive to the way Kate loads a session. In its current
version Kate loads all files before showing up a GUI to the user. Moreover
files seem to be opened in sequence (rather then in parallel). It implies that
the user will have to wait N times the device timeout where N is the number of
files that cannot be opened due to unavailability of the remote devices.
The solution would be not to load the files at session loading time but every
time the user selects a tab instead (that particular file would be loaded).
