I can confirm that this bug still exists at 30th of September 2023.
The Launcher does not open even with Meta/Super/Windows - key - if ANY of
applications is opened.
The only situation when App Launcher opens is when all of the applications are
closed/ minimized to panel.
I think this is a really harming bug. For example I re-insalled the whole OS
and WHEN EVEN that did not help I accidentally found this bug report. Something
like This should not be happening.
I recommend removing the options for Focus Stealing Prevention set to High or
Extreme in System Settings.
As it's obvious with this bug - they are un-usable anyway.
