SUMMARY
Since updating to 545.29.03 kwin seems to have bad frametimes, making
everything seem stuttery or laggy.
There are moments where it will be smooth, but then it goes right back to
stuttering.

STEPS TO REPRODUCE
1. Use Nvidia card with 545.29.02
2. Watch any kwin animation or move a window, etc.
OBSERVED RESULT
Stutter/lag
EXPECTED RESULT
Smooth animations
