SUMMARY
If you select a custom panel size, when you try to open the Edit Mode again, it
doesn't show up until you click "Exit Edit Mode"
STEPS TO REPRODUCE
1. Edit the panel and select "Custom" on the Length section
2. Close edit mode
3. Open edit mode again
OBSERVED RESULT
The edit mode toolbar doesn't show up. You have to right-click the panel and
select "Exit Edit Mode" to make the toolbar appear.
EXPECTED RESULT
The toolbar always appears
