STEPS TO REPRODUCE
1. proxy checkbox checked on clip
2. file is transcoded to proxy file
3.
OBSERVED RESULT
proxy file is pixelated (see att.)
EXPECTED RESULT
the same files transcode correctly in v.23.04.3
