STEPS TO REPRODUCE
1. use X11
2. open Display Configuration KCM

OBSERVED RESULT
Only "Screen tearing:" label, without any way to configure it. Please see the
attached screenshot.
EXPECTED RESULT
screen tearing is configurable on X11, or the label should be removed if not
configurable on X11
