"Manage Desktop and Panels" should not be shown if only one screen and one
panel is active, but it remains visible after deleting a second panel.
STEPS TO REPRODUCE
1. Add a panel (so that there's at least two)
2. Enter "Manage Desktop and Panels"
3. Remove one panel
OBSERVED RESULT
"MDaP" is still available, even though there's only one screen and one panel
available right now.
EXPECTED RESULT
"MDaP" should not be accessible in Edit Mode.
