STEPS TO REPRODUCE
1. Plugin external monitor
OBSERVED RESULT
External monitor stays black, even though it is shown in settings -> displays,
and I enabled it and applied the change.
After I change its scale/position, the apply button stays grayed out.
EXPECTED RESULT
External monitor should work like before.

I used git bisect to find that
https://invent.kde.org/plasma/kwin/-/commit/120d14150128ffa6baf0bce1b275df3e4dd9153d
is the commit that broke external display.
I use intel iGPU+nvidia dGPU, with nvidia driver version 545.29.0
