See Screenshot, but ignore the wallpaper bug (that I don't know yet how to
consistently reproduce)

STEPS TO REPRODUCE
1. Have Plasma 6 on a tablet
2. Detach keyboard to enter tablet mode
3. Set the panel to 'dodge windows'
4. Open the info center or Okular (does not happen with some other apps like
dolphin)
5. Unmaximize the window and move it so that the panel appears
6. Rotate the screen to be vertical
OBSERVED RESULT
5. app icons in the panel become tiny (see screenshot)
6. app icons entirely disappear and the blue marker of which window is active
is only a vertical bar of a few pixels width
EXPECTED RESULT
App icons remain in their size and if there is not enough space (as seen in
vertical orientation), all elements (spacings) are evenly scaled down, not only
app icons.
