There is no default Enter key handling for buttons, unless it is a "default"
button in Qt Widgets.
By the way, plasma-frameworks (recently renamed to libplasma) mostly deals with
QML components. A better place would be kwidgetaddons or Kate/Dolphin projects
individually.
Speaking of the bug itself, I can not reproduce it neither in Dolphin or Kate.
Enter key activates the default action in both dialogs. Does the bug still
occurs to you?
