Since 2016-10-16 ~20:00 both on Linux Mint 18 KDE edition and Kde Neon with all
upgrades done shows time from UTC -3  and shows time zone Istanbul LMT instead
of UTC +3.   

Reproducible: Always

Steps to Reproduce:
1. Set time zone to Istanbul
2. look at the panel clock
3. See that it shows 6 hours less than the actual clock. 

Actual Results:  
as of creating the bug, time at istanbul is 09:22, panel clock shows 03:22. 

Expected Results:  
as of creating the bug panel clock should show 09:22 not 03:22

Turkiye has discarded summer time a while ago, it may have changed tzdata, but
every place (terminal, hexchat, telegram, etc) shows the right time except for
panel clock.
