--- Comment #4 from mike.h.gen...@gmail.com --- A clarification to the above: when I said 'moving the launcher icon on the panel had no effect' I misspoke - as you can probably guess from the screenshot, the launcher appears as close as it can to the right spot, but on the wrong screen. This holds true however I arrange my screens. Also, I tried switching to SDDM, but that didn't change anything.
