Enabling it manually works as expected. STEPS TO REPRODUCE 1. System Settings > Bluetooth > “On login: Enable Bluetooth” 2. Reboot, log in 3. Bluetooth is off (!) If this works for you, choose “Disable Bluetooth” instead and repeat the process. There's a chance that you have the opposite problem, and Bluetooth will be on regardless.
