The same for me with Asia/Yekaterinburg.
I tried small Qt5 application
qDebug() << QDateTime::currentDateTime();
and it showed correct time. So I believe the problem is in some kde/plasma
subsystem.
Ubuntu 16.04 + kubuntu-ppa
