SUMMARY
panel hides in edit mode when auto hide is on
STEPS TO REPRODUCE
1. Set panel to auto hide
2. open edit mode
3. move your mouse away from bottom
OBSERVED RESULT
hides when it probably shouldn't be hidden (I can't add widgets)
EXPECTED RESULT
stay when in edit mode
