There are some scenarios where it is useful for a user to be able to
temporarily restrict the inputs (mouse, keyboard, trackpad etc) while keeping
the desktop unlocked (such as a kiosk usecase). 

I propose creating an option to give users the ability to create a global
shortcut that disables the mouse and ignores all keystrokes (apart from the
unlocking shortcut).

Once the user gives the correct key combination then all the inputs get
restored.

A good key combination would be something that would not be easy to replicate
by mashing on the keyboard. A good default could be Meta+Scroll Lock. 

The option should be exposed to the user somewhere in the settings and it
should be possible for the user to reassign this functionality to a different
shortcut.

Any other system shortcuts (global, custom, etc) should probably be
unavailable/inactive while this mode is active, in order to not interfere.
