After boot, there was no load splash screen - only the wallpaper and mouse
cursor were displayed, it took several minutes for the lock screen login screen
to be displayed.
Not sure how easy this is to reproduce, but I will list the last steps I've
made prior to getting to this state (it happens on every boot now)

STEPS TO REPRODUCE
1. I've upgraded my packages using Discover
2. Installed powertop and arch-install-scripts using apt.
3. arch-chroot into my dual boot to make its grub the one to load the system
(mount boot partition to /boot/efi, run grub-install and grub-mkconfig.)
4. boot into my other system
5. boot again to KDE Neon
6. after about a minute of waiting, switch to tty3
7. try to replace plasma (unsuccessful, crashed, but coredump seems to be
empty?)
8. try pkcon update - failed 
9. save logs and switch back to tty1
10. after a while the login screen was displayed...

OBSERVED RESULT
There was no load splash screen - only the wallpaper and mouse cursor were
displayed, it took several minutes for the lock screen login screen to be
displayed.
Not sure how easy this is to reproduce, but I will list the last steps I've
made prior to getting to this state (it happens on every boot now)

EXPECTED RESULT
To see the load splash screen and get the login screen once its done, or at
least see the login screen after a few seconds - and not after a few minutes.
