Ideally, autostart apps should delay themselves automatically in response to these kinds of conditions, and that's what we aspire to. So I'm going to close this as RESOLVED INTENTIONAL, but please do feel free to submit new bug reports that are reporting the specific bugs you're experiencing that led you to the conclusion that you want a manual delay setting.
