I've updated Neon Unstable now and the precise problem doesn't exist any more, HOWEVER the text size in the tab titles ("Screenshot" / "Recording") now doesn't change when the font size is changed, UNTIL you hover the mouse over the text, at which point it jumps to being the same size as the "General" font size, like the other parts of the Spectacle UI. So there's still something wrong here, but the original problem seems fixed.
