I have the same issue. The cursor disappears while it is moving. See gif.
Fresh Debian 12/KDE install.
Locale is German, with fcitx5.
It happens on X11 and Wayland.
It happens in 1080p and 1440p.
It happens with 100% and 125% scaling.
It happens while entering text (i.e. pressing 'a') and while moving the cursor
in the text. In my gif I just press the left cursor key.
Kate Version is 22.12.3.
KDE Plasma 5.27.5
KDE Frameworks 5.103.0
Qt 5.15.8
