Looks like no one with kde uses laptops that dock to external monitors to realize that this is an issue ;-) On the bright side, I believe that /there should be a solution/ to this problem since plasma 4 was dealing with it just fine. For the time being, as a dirty hack I suggest just adding a script to systemd to assure that it kills the kscreen_backend_laucher on suspend/resume.
