Hi! I'm having the same issue on a Thinkpad X61s in the Wayland session.
GLXGears is reporting 30fps and this seems to correlate with the refresh rate.
If I switch refresh rate from 60Hz to 40Hz I get 20fps in GLXGears, likewise
with 50Hz -> 25fps.
Running Fedora 40 Beta.
