STEPS TO REPRODUCE
1. Right click on desktop, enter edit mode
OBSERVED RESULT
The panel looks like it's in edit mode, with blue-ish margins and an edit
button at rightmost.
But panel setting dialog doesn't show.
And right click on the panel, the menu says "Leave edit mode". Selecting it
doesn't leave edit mode,
but shows the panel setting dialog.
