There is an important detail here, which I reported incorrectly in my previous message, sorry. When I activate the screen lock, the screen goes blank, but not off (meaning that I can still see the screen backlight on, and the mouse cursor is visible if I move it). If I then press Esc, it goes off. If I press it again, the screen turns on (with nothing displayed, but the backlight is on) for a moment, then back off. Based on logs, I think you are right on Powerdevil is not turning the screen off.
