No -- the wintab dll isn't loaded at all. At least, that's what it looks like.
The latest daily build,
https://ci.appveyor.com/project/alvinhochun/krita-packaging/build/artifacts,
has some more debugging info; you could try that, but to me it looks like the
driver is just not accessible.
