SUMMARY
*** The title pretty much sums it up. It's not a visual bug. Reproduced on a
fresh install of March 10 2024 Snapshot of Tumbleweed. The bug handler didn't
conclude for the report I submitted (id=483379), so I closed it, reproduced the
bug and re-reported it, but was warned that a duplicate exists and it had
already been sent.

STEPS TO REPRODUCE
1. Enter an x11 session in KDE 5.27.10 for Tumbleweed from the March 10
snapshot.
2. Follow the steps to report a bug once enough backtrace info is gathered.
3. Watch the gear icon continue to churn.
OBSERVED RESULT
I didn't pay attention to the outbound/inbound communications during the first
few minutes, but after 10 minutes of waiting, I decided to check the system
processes and saw no action.
EXPECTED RESULT
I waited for it to conclude by saying that a report was successfully made, with
a hyperlink to the report page or the report id by the end.
