Seems, it's back. Reproduced as Ilya writes. 

I don't know why, but after some reboots it write in .config/bluedevilglobalrc
string about my adapter like:
[Adapters]
MACAddressOfAdapter_powered=false

When I delete config and enable bluetooth on boot again, it works, but can
return and I need again delete config.
