STEPS TO REPRODUCE
1. make sure the plasma integration addon/extension is installed and activated
in your internet browser - I tested Firefox and Vivaldi browsers on my system
2. activate the "Do not disturb" mode in the Notifications applet in the system
tray
3. download a file with your internet browser
OBSERVED RESULT
Plasma unexpectedly notifies when the download finishes
EXPECTED RESULT
Do not disturb = no notification
