SUMMARY
Panel settings box covers add widgets / add panel etc bar when in panel edit
mode - making the underlying window impossible to access.
Position in panel settings box does not correctly move panel to bottom or right
when panel in 'top' position - instead it moves the panel settings window
itself.
STEPS TO REPRODUCE
1. Move panel to 'top' position following clean install
2. Right click on panel to enter edit mode
