I can confirm it.
- Using latest Archlinux packages
- Laptop with NVIDIA graphic card does not have ths problem
- PC with AMD Radeon graphic card (AMD Radeon RX 580 Series) has this problem.
- Using Samsung Smart TV via HDMI.

It is constant after screen lock, sleep, persistent.
