Yes, indeed.
I disabled KScreen2 and logged out and back in.
Locking that session did not cause the CPU load to go up (verified by being
logged in via SSH from a second computer)

But in that session the order of monitors was not as expected, so I am back to
having KScreen2 enabled and killing kwin_x11 once after login
